Written Answers. - Delegation of Functions Orders.

Question:

135 Mr. J. Bruton asked the Minister for Finance if Delegation of Function Orders have been made or will be made in respect of the Ministers of State at his Department; and if he will make a statement on the matter.

In so far as my Department is concerned, no Delegation of Function order has been made. Whether any such order will be made in the future is a matter for the Government to decide upon submission of any request for such an order by me.

Proinsias De Rossa

Question:

136 Proinsias De Rossa asked the Minister for Finance if all the Government orders required to transfer functions to the new Departments have now been completed; if all Ministers of State at his Department have been given clear indications of their areas of responsibility; and if he will make a statement on the matter.

All Government Orders necessary to establish the new Departments announded by the Taoiseach to Dáil Éireann have been made and Orders have come into effect transferring statutory functions to them.

I am satisfied that the three Ministers of State at my Department are fully cognisant of their areas of responsibility. Details regarding the responsibilities of each are set out below.

Ms. Eithne Fitzgerald — Minister of State at the Office of the Tánaiste and at the Department of Finance

In so far as my Department is concerned, the Minister has been assigned responsibility for

—the National Development Plan (special responsibility)

—the role of the Comptroller and Auditor General in the context of the Bill currently under consideration, and

—in conjunction with Mr. Noel Dempsey, Chief Whip, the whole area of responsibility for broadening democracy as set out in the Programme for Government.

Mr. Noel Dempsey, Government Chief Whip and Minister of State at the Departments of the Taoiseach, Defence and Finance

In so far as my Department is concerned, the Chief Whip has been given special responsibility for the Office of Public Works.

Mr. Noel Treacy, Minister for Energy and Minister of State at the Departments of the Taoiseach, Finance and Transport, Energy and Communications

In so far as my Department is concerned, the Minister has been assigned responsibility for Western Development Section.
