Michael Finucane

Question:

103 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Limerick, as payment of this has been authorised by the Limerick Office of his Department.

The application of the person named for grants under the 1992 special beef premium scheme is being processed at present and if found to be in order payment will be made shortly.

104 Mr. Finucane asked the Minister for Agriculture, Food and Forestry his views on the withholding of a farm development grant by the Limerick Office due to deployment of staff within his Department; and if he will ensure that a person (details supplied) in County Limerick will be dealt with expeditiously; and if he will make a statement on the matter.

Clerical staff have been temporarily withdrawn from a number of Farm Development Service Offices including Limerick and transferred to livestock schemes to assist with the significant additional work arising from the increased payments to be made under the Common Agricultural Policy reform measures. This is causing some delays on other work but is essential if the new arrangements are to be put in place for this year's schemes.

This payment will be dealt with at the earliest opportunity when the staff are assigned back to their normal duties.

Question:

106 Mr. Finucane asked the Minister for Agriculture, Food and Forestry his views on the exclusion of a person (details supplied) in County Limerick from consideration for a beef premium until March 1993, as the inspection of animals which led to this decision was made in October, 1991 and in view of the financial hardship involved; if he will review this decision; and if he will make a statement on the matter.

The person named applied for the 1991 special beef premium scheme for 27 animals on 12 July 1991. It was discovered on 28 March 1992 that two of the animals applied for had been sold prior to application which meant that the person named made a false declaration on his application. Under EC regulations he must be debarred from the scheme for 12 months from the date the error came to light. The application of the person named has been reviewed but there are no grounds for altering the decision to debar him from the special beef premium scheme until 28 March 1993.

Jim O'Keeffe

Question:

107 Mr. J. O'Keeffe asked the Minister for Agriculture, Food and Forestry the reason details have not been furnished to a person (details supplied) in County Cork of alleged overpayment of grants; the reason a letter sent to his Department on 5th January, 1993, seeking specific information on the issue has not been replied to; and if he will furnish the information requested.

Only one of the persons named is registered as herdowner in this case. Information has recently come to light which indicated that he may have been given credit for a greater forage area than he was entitled to and the amount of grants due for past years will, therefore, have to be re-assessed. I expect that this re-assessment will be completed shortly and a letter setting out the full position will then be issued to the herdowner involved.
