Question:

15 Mr. J. Bruton asked the Minister for the Environment his views on the principle that people should own their homes; if his attention has been drawn to the fact that, of the 13,643 dwellings in Cork, 6,240 have been sold to existing tenants under the various house purchase schemes; if he considers this an adequate response; and if he will make a statement on the matter.

The encouragement of home ownership is a long standing principle of the housing policy of successive Governments and I support it fully. It is an important element in both A Plan for Social Housing and the Programme for a Partnership Government 1993-1997.

The promotion and implementation of tenant purchase schemes in any particular area is a matter for the local authority concerned.
