Written Answers. - Army Rowing Club Building.

94 Mr. J. Mitchell asked the Minister for Defence if he will make a statement on the recent construction of a building by the Army on the banks of the River Liffey at Chapelizod, Dublin 20 without planning permission, apparently for the purpose of providing a premises for an Army Rowing Club; if the building is a temporary structure; if, in view of the recent High Court decision in the Mullaghmore case, he will seek retention permission for the building; and if he will make a statement on the matter.

The land in question was acquired some years ago for the purpose of providing facilities for water sports, particularly rowing, for army personnel. In November 1992, an engineer of the Army Corps of Engineers notified the Planning Department, Dublin Corporation, of a proposal to provide a temporary boat store on the site, pending the erection of permanent facilities.

The temporary accommodation was proceeded with prior to the necessary consultations provided for in section 84 of the Local Government (Planning and Development) Act, 1963, having been completed.

The Department has now arranged for formal consultations in the matter to be held with the planning authority at an early date.
