24 Mr. Clohessy asked the Minister for the Environment the number of permanent serviced caravan sites which will be provided for travellers during 1993 in each local authority area.

Question:

91 Mr. Rabbitte asked the Minister for the Environment his policy on the provision of serviced halting sites for travellers with details of the sites; and the targets for increasing that number between 1993 and 1996; and if he will make a statement on the matter.

I propose to take Questions Nos. 24 and 91 together.

Government policy in relation to the provision of accommodation for travellers is outlined in the Programme for a Partnership Government and in "A Plan for Social Housing". Policy in the matter is underpinned by commitments to continue to make adequate finance available to local authorities for the provision by them of residential caravan parks. Local authorities are being continually urged to press ahead with their programme for the provision of such parks.

The determination of the form of accommodation to be provided for travellers, whether in standard housing, group housing or caravan parks, and its location, size etc, are matters for individual local authorities to decide having regard to local circumstances and the needs of travellers. Accordingly, it would not be practical to set down centrally specific targets on the number of sites to be provided in each area; this is more appropriately a matter for settlement by authorities themselves. Local authorities have been directed to include an assessment of the needs of travellers for accommodation in residential caravan parks as part of the assessment of housing needs which they have been asked to carry out by 31 March 1993.

It is not possible to give details at this stage of the number or location of permanent caravan parks which will be provided by each housing authority in 1993 or in any subsequent year. Information on the caravan parks provided by housing authorities up to 31 December 1992, based on information supplied by the authorities, is given in a tabular statement which I propose to circulate in the Official Report.
