Written Answers. - Opening of Cross-Border Roads.

Question:

63 Mr. Boylan asked the Tánaiste and Minister for Foreign Affairs if there are any new developments in relation to the opening of the Aughalane Bridge between Cavan and Fermanagh on the N3 road outside of Belturbet, County Cavan; and if he will make a statement on the matter.

I am conscious of the difficulties caused by closed cross-Border roads, including the particular difficulties associated with the closure of Aghalane bridge. Because of its importance I have raised the issue of closed roads at each of the meetings of the Anglo-Irish Inter governmental Conference which I have attended since my appointment as Tánaiste and Minister for Foreign Affairs. I have emphasised in particular the negative social and economic impact of closed roads, including the disruption which they cause to the local communities most directly concerned.

In the light of these discussions both Governments have agreed to keep the situation regarding road closures under close review, taking fully into account the wider social and economic factors as well as the security considerations involved. In this regard I will ensure that all of the factors relevant to the situation at Aghalance, including the impact of the planned reopening of the Ballinamore-Ballyconnell canal, will be fully considered. I can assure the Deputy that I will continue to pursue this issue at future meetings of the Anglo-Irish Conference.

With regard to the general question of road links between Cavan and Fermanagh I am aware that my colleague, the Minister for the Environment, has recently indicated that provision is being made for the reclassification and improvement of the Belturbet-Swanlinbar road, which has deteriorated due to the increase in traffic resulting from the closure of Aghalane Bridge. While this may go some way in alleviating the negative impact of the closure of the bridge, I recognise, of course, that the reopening of this and other closed cross-Border roads remains the most desirable solution.
