Written Answers. - Proposed Irish Aviation Authority.

Question:

109 Mr. Carey asked the Minister for Transport, Energy and Communications if he has had any meeting with the staff of Air Traffic Control regarding the establishment of an Irish aviation authority; if his attention has been drawn to the fact that members have resolved to oppose the plan because their conditions of employment will be adversely affected through break in service credits, loss of licence insurances, the absence of a scheme for early retirement and no guarantees similar to those enjoyed in the public service for superannuation; and if he will make a statement on the matter.

There have been discussions at both ministerial and official levels with the Trade Unions and Staff Associations representing the staff in the Air Navigation Services Office, including Air Traffic Control staff, regarding the conditions under which staff will be transferred to the Irish Aviation Authority. These discussions are expected to continue and to deal with the issues raised by the Deputy.

110 Mr. Carey asked the Minister for Transport, Energy and Communications if he will establish the Irish Aviation Authority in Shannon Airport since all the necessary capital and human resources are already situated there; and if he will make a statement on the matter.

The proposed establishment of the Irish Aviation Authority will involve the transfer to it of the staff of the Air Navigation Services Office. The location of the headquarters of the new authority will be a matter for the board of the authority taking into account the usual factors involved in such decisions.
