Written Answers. - Responsibility for Trade.

Question:

108 Mr. Deenihan asked the Minister for Tourism and Trade if he will give the areas of responsibility which his Department has in relation to trade; and if he will make a statement on the matter.

My Department's areas of responsibility in relation to trade are as follows. First, to develop and implement an effective trade promotion policy. This is realised by my Department working in conjunction with An Bord Tráchtála by: (a) developing indigenous industry in its capacity to sell more abroad; (b) targeting export increases of an average of 12 per cent per annum over the next five years; (c) more diversification into mainland European markets; and (d) supporting the international services sector in its efforts to increase its foreign earnings receipts. Second, to ensure that the best mechanisms for the enhancement of Ireland's foreign earnings capacity are put in place abroad. I am currently awaiting a consultant's report on how these mechanisms can best be structured. Third, to contribute to the implementation of the EC Single Market by representing Ireland's interests on the Internal Market Council and ensuring full partnership as between member states and the Commission in this process. Fourth, to develop bilateral trade relations and economic links with other countries in the rapid pursuit of new business opportunities with downstream employment benefits. Fifth, to participate in EC and GATT decision-making processes with a view to the maintenance of an open, liberal, world trading system which will offer new market possibilities and growth potential for Irish goods and services. Sixth, to operate an effective system of export credit insurance which will support Irish export efforts, wherever possible. Finally, to implement national and international measures governing the importation and export of certain goods.
