Written Answers. - Implementation of Directives on Animal Breeding.

Question:

301 Mr. Hogan asked the Minister for Agriculture, Food and Forestry the reason Ireland has failed to transpose various Directives in respect of the breeding of animals; if he will give details of the various cases that are before the European Court at the moment in respect of these issues; and if he will make a statement on the matter.

There is one case involving four Directives, i.e. 88/661/EEC; 89/361/EEC; 90/118/EEC; and 90/119/EEC, awaiting hearing before the European Court. I expect the drafting of implementing Regulations will be completed in the near future.

The drafting of Regulations to implement two further Directives, i.e. 90/427/EEC and 90/428/EEC, has been finalised and the Regulations are likely to be made within a week or so.

The delays in transposing these Directives were due to the large number which fell to be implemented in the area of livestock breeding, the complexity of the issues involved and pressure of work in general.
