I understand from Limerick County Council, which is the body statutorily entrusted with the administration of the Higher Education Grants Scheme in this case, that the person in question was awarded a primary degree by the University of Limerick in September 1993, and applied for a grant in respect of a second primary degree course at that university. The person in question was in receipt of a higher education grant in respect of her attendance at her first primary degree.
Under the terms of the Higher Education Grants Scheme, a grant is not payable in respect of a second period of attendance at a course at the same level. This provision applies whether or not the original period of attendance was grant/scholarship aided. Consequently, this person is ineligible for a grant in respect of a second primary degree course.
