72 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when payment will be issued to a person (details supplied) in County Cork.

I would ask the Deputy to supply further particulars of this case since it is not possible for me to respond on the basis of the details provided already in the Deputy's question.

73 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a sheep headage grant will be paid to a person (details supplied) in County Cork; when this application was received; when it was approved; when this grant will be paid; and the appropriate length of time it takes to issue payment from the date of approval.

The person concerned was not an applicant under the 1992 or 1993 sheep headage schemes. He applied for the ewe premium for the first time in March 1992. In the normal course of events the application would have been processed for payment in July/August 1992 and payment would have followed without delay. However, in this particular case, the person named did not have a flock number and it was necessary to issue one so that payment could be made. Unfortunately, however, the issue of a flock number and processing for payment did not proceed as normal. I am now arranging for immediate payment of the 1992 ewe premium. As regards 1993 ewe premium the position is that the person named was not entitled to an automatic quota as he was not an applicant under the 1991 scheme which was the reference year for quota purposes. However, he has applied for a quota from the national reserve. These applications are being processed at present. His application under the 1993 ewe premium scheme will then be processed.
