Vol. 434 No. 9

Written Answers. - Grant Payments.

John Ellis

Question:

183 Mr. Ellis asked the Minister for Agriculture, Food and Forestry the number of files that have been batched for payment in each office of his Department under the 1993 cattle headage, suckler cow premia and beef premia schemes respectively; and if he will give a date for completion of this work at each office.

Staff in local offices are fully engaged in processing applications under the various 1993 headage and premium schemes, I regret that the time required to provide the detailed information sought by the Deputy, on an office by office basis would not be justified.

There has been a considerable increase in the number of applications under the various measures introduced by the CAP reform. Total applications under the 1993 livestock schemes are expected to exceed 600,000. The comparable figure for 1992 was 420,000.

Many of the schemes are highly complex both from the farmers point of view and in their administration. To meet the various additional demands, the administration of the special beef premium Scheme has now been centralised in Portlaoise. In addition arrangements are being made to provide additional resources in a number of local offices. Some other options are also being considered to facilitate speedier payments between now and the end of the year.

The overall objective is to secure the maximum level of livestock headage and premia payments for farmers in 1993.

The application from the person concerned has now been fully processed and he should receive payment shortly.

Michael Creed

Question:

185 Mr. Creed asked the Minister for Agriculture, Food and Forestry if he will review his decision to refuse full payment of sheep premium for 1992 to a person (details supplied) in County Cork.

The person named claimed premium on 217 sheep but at the inspection of his flock he had only 207. As no written notification of the shortfall was received in the Department within 10 days of discovering of the shortfall his premium had to be reduced by 13.82 per cent under the regulations governing the scheme.
