Frank Crowley

Question:

133 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a special beef premium grant will be paid to a person (details supplied) in County Cork; when this application was received; when it was approved; when this grant will be paid; and the approximate length of time it takes to issue payment from the date of approval.

The person named was approved and paid her June 1992 special beef premium scheme grant, following a computer validation process, in late April 1993. Her application under this scheme was received on 22 June 1992. She did not apply under the December 1992 special beef premium scheme.

John Ellis

Question:

134 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if his Department will allocate a sheep quota to a person (details supplied) in County Sligo.

The relevant EC Regulations provide for ewe premium quotas to be based on the number of ewes on which a producer was paid the premium in 1991 provided that the producer also applied for the premium in 1992.

The person named is not entitled to a quota because she did not apply for premium in 1991.

She has submitted an application for reserve quota from the national reserve which has been established for allocation to certain categories of producers. As soon as all the applications received for reserve quota are processed which is expected to take a further 6-8 weeks she will if successful be notified of the quota allocated to her.

Ivan Yates

Question:

135 Mr. Yates asked the Minister for Agriculture, Food and Forestry if he will expedite payment of a ewe subsidy to a person (details supplied) in County Wexford; when payment will be made; and the amount of this payment.

Payment of the first and second instalments of the 1993 ewe premium totalling £963.15 was made to the person named on 20 October 1993.

Question:

138 Mr. Noonan (Limerick East) asked the Minister for Agriculture, Food and Forestry if a beef slaughter premium will be paid to a person (details supplied) in County Limerick.

The application of the person named for grants under the 1993 deseasonalisation slaughter premium was rejected when subjected to a computer validation check because of an invalid tag number. The problem is being dealt with at present and payment will be made as soon as possible.

Question:

139 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the reason a cow suckler premium under the 1992 scheme was refused to a person (details supplied) in County Limerick; and if he will make a statement on the matter.

The person named is ineligible for grants under the 1992 suckler cow premium scheme as his application form was not received within the time limit set down for the receipt of applications under the scheme.

Question:

140 Mr. McGinley asked the Minister for Agriculture, Food and Forestry the plans, if any, he has to exclude fresian cattle from headage payments.

I have no plans to exclude friesian cattle as such from the cattle headage and beef cow scheme in the disadvantaged areas.

It has, however, always been a requirement of the cattle headage and beef cow schemes that suckler cows must be of good conformation for the purpose of breeding good quality calves when mated with beef-type bulls.

Certain dairy-type friesians will not satisfy this requirement.

141 Mr. Byrne asked the Minister for Agriculture, Food and Forestry when a slaughter premium will be paid to a person (details supplied) in County Wexford.

The person named was paid his 1993 deseasonalisation slaughter premium scheme grant in early October 1993.

Question:

142 Mr. Finucane asked the Minister for Agriculture, Food and Forestry if he will have an extra milk quota allocated to a person (details supplied) in County Limerick who is experiencing financial hardship in view of his current cow quota; and if he will make a statement on the matter.

Special application forms are available for applications, on grounds of hardship, to the Milk Quota Appeals Tribunal. I have arranged for a form to be issued in this case. The person concerned may also be eligible for additional quota from the distribution, free of charge, of some 5.3 million gallons of milk quota to eligible small scale milk producers. Application forms for this scheme will soon be available from co-operatives and dairies.

143 Mr. Finucane asked the Minister for Agriculture, Food and Forestry if he will expedite payment of an installation grant to a person (details supplied) in County Limerick; and the current status of this grant application.

This application cannot be finalised until the applicant has furnished evidence that his title to the land in question has been registered in the Land Registry.

144 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when payment of an installation grant will be made to a person (details supplied) in County Limerick, who is experiencing financial hardship as his herd is locked up; and if he will make a statement on the matter.

This applicant has been deemed eligible for installation aid and payment will be made within the next two weeks.

145 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a slaughter premium will be paid to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The application of the person named for grants under the 1993 deseasonalisation slaughter premium was rejected when subjected to a computer validation check because of invalid tag numbers. The problem is being dealt with at present and payment will be made as soon as possible.

Question:

146 Mr. Connor asked the Minister for Agriculture, Food and Forestry if he will give a date on which cattle headage under the 1993 scheme and extensification payments under EC Council regulation 2066/92 will be paid to eligible farmers; and his views on the fact that there is an urgent need for the earliest possible payment of these income supports to farmers arising from the serious drop in livestock prices.

I expect that payments under the disadvantaged areas cattle headage and beef cow schemes will commence next month and that as much as possible will be paid before the end of 1993.

Under EC regulations the extensification grants under the reformed Common Agricultural Policy due to farmers who have stocking densities of less than 1.4 livestock units per hectare cannot be paid until 1994 when all applications lodged by each farmer for 1993 suckler cow premium, ewe premium and special beef premium schemes have been processed. There will be a November application period for the suckler cow premium scheme and the special beef premium scheme. The farmers who apply for premia in this period will have to wait until these and their earlier 1993 applications are processed before their entitlement to extensification grants can be assessed.
