Request to move Adjournment of Dail under Standing Order 30.

Before coming to the Order of Business I propose to deal with a notice of motion under Standing Order 30 from Deputy Dukes. I call the Deputy to state the matter of which he has given notice.

I wish to move the adjournment of the Dáil to allow the House discuss an urgent matter which requires immediate consideration, namely, the imminent conclusion of the GATT Uruguay Round tomorrow and the position to be adopted by the Irish Government on the final proposals, particularly as the Government appears to be isolated and there is no guarantee that any compensation will be made available in the inevitable case that the proposals work to our disadvantage.

I must ask the Deputy not to go beyond the wording which he has already submitted. Having considered the matter, I do not consider it to be one contemplated by the Standing Order and, accordingly, cannot grant leave to move the motion.

I do not wish to be disorderly, but the deadline for the conclusion of the talks is the early hours of tomorrow and, from my understanding, a decision has not been reached by the European Union as to its final position on the proposals. Our Government has not stated its final position other than the spinelessness that one may infer from what has been said. This is an urgent matter and today is the only opportunity for this House to discuss it.

The matter has been ongoing for some time and there have been ample opportunities to raise it. Also, questions are tabled on the matter to the Minister for Arts. Culture and the Gaeltacht for answer tomorrow.

The final arrangements have only been concluded and this House has not had an opportunity to discuss them.

It is a sell-out.

It is not the first sell-out by this Government.

I must ask Deputy Dukes to desist so that we can proceed with the Order of Business.

I have to ask you, Sir, if a matter such as this, where the deadline has been almost reached, is not one contemplated by Standing Order 30, what in God's name is?

I must ask Deputy Dukes to desist. I am moving to the Order of Business proper.

The Government is selling out the food industry and agriculture and you, Sir, tell me that is not a matter contemplated by Standing Order 30. The Chair is castrating this House.
