Question:

106 Mr. Yates asked the Minister for the Environment the proposals, if any, he has to make it compulsory for pedestrians to wear reflector armbands at night so as to minimise accidents on the roads with pedestrians; and if he will make a statement on the matter.

I do not propose to make it compulsory for pedestrians to wear reflectorised armbands at night. This would be extremely difficult to enforce and is best promoted on a voluntary basis.

The National Safety Council, through its ongoing publicity and education campaigns, places particular emphasis on the wearing of armbands. The Rules of the Road also encourages their wearing.
