120 Mr. Crawford asked the Minister for Agriculture, Food and Forestry the reason he only intends to pay out £47 million under the 1993 cattle headage and beef cow headage scheme by the end of 1993 as opposed to the £60 million that was paid out by the end of 1992 under the same schemes in 1992.

127 Mr. Crawford asked the Minister for Agriculture, Food and Forestry the number of farmers who have received payment under the 1993 suckler cow premium for small scale dairy producers to date; the amount of money paid to date under this scheme; the number of farmers who are still awaiting 60 per cent advance payment; the amount of money outstanding under this scheme; and when all payments will be made.

I propose taking Questions Nos. 120, 121, 122, 123, 124, 125, 126 and 127 together.

The position is that over £350 million has been paid to farmers to date in 1993 under the various premia and headage schemes.

This figure compares with the total of £275 million paid out to farmers in the year to mid-December 1992 and is made up as follows:

EC Regulations preclude payments under the special beef and suckler cow premium schemes before 1 November and even then limit the payments to 60 per cent advances. Disadvantaged areas' headage payments other than for sheep are normally on the basis of advances and this is also the practice in 1993. The level of disadvantaged areas' payments was higher in 1992 due to some £20 million ear-marked for payment in 1993 being brought forward to December 1992.
It is estimated that the total value of 1993 headage, deseasonalisation slaughter premium, suckler cow premium, (June-July), and special beef premium, January-February and June-July, schemes is of the order of £220 million. Over £104 million has already been paid, some £80 million is not payable before 1994 and I expect that a further amount of up to £30 million will be paid out by the end of the year. Payment of the 40 per cent balances will be made as early as possible in the new year following final processing.
It is not possible to give figures for partial payments under the deseasonalisation slaughter premium scheme but this situation should apply only in a minority of cases.

128 Mr. Penrose asked the Minister for Agriculture, Food and Forestry when the 22 month beef premium will be paid to a person (details supplied) in County Westmeath; and if he will make a statement on the matter.

The application of the person named for grants under the January-February 1993 special beef premium scheme is being processed at present and if found in order a 60 per cent advance as provided in the EC Regulations will be paid shortly.

He has already been paid a 60 per cent advance under the June 1993 special beef premium scheme.

129 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Cork.

The person named has already been paid his grants under the 1992 suckler cow premium scheme. My Department is unable to trace any application from him for grants under the suckler cow premium scheme in the June 1993 application period.

130 Mr. Penrose asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Monaghan will be granted the reserve suckler quota which he applied for some time ago; and if he will make a statement on the matter.

I have recently announced the priority categories for the allocation of suckler cow reserve quota from the national reserve and the special reserve for the disadvantaged areas. Application forms for reserve quota will be available in January 1994 and the person named can then submit a formal application for consideration along with documentary evidence to support his claim.
