Merchant Shipping (Salvage and Wreck) Bill, 1993: from the Seanad.

The Dáil went into Committee to consider amendments from the Seanad.

We come to Seanad amendment No. 1. I observe that amendment No. 3 is related and propose, if it is satisfactory to the House, that they be discussed together.

Section 2: In page 6, subsection (1), line 11, after "of""sea-going" inserted.

(Donegal South West): A Cheann Comhairle, I should like to take this opportunity of thanking Members for their co-operation in relation to these amendments which were necessary to improve the substance of the Bill. It would be remiss of me, on any debate relating to the Department of the Marine, not to take this opportunity of sending the best wishes of the House — and here I know I speak for everybody — to the Minister of State at the Department of the Marine, Deputy Gerry O'Sullivan, who is at present in hospital.

I should also like to take this opportunity of congratulating and thanking all those involved in search and rescue operations, particularly in recent weeks, including the Air Corps, the Naval Service, the Garda, the RNLI, the National Safety Council and, of course, the many volunteers, including inshore lifeboat organisations and others who assisted. In particular I pay tribute to all those involved in the search and rescue operaction off the Sligo coast some weeks ago when a number of surfers were brought safely to shore. I should also like to congratulate and thank all of those involved in the search and rescue operation off the west coast last week when the crews of two fishing vessels were saved. Of course, we also recall the trojan work of the crew of the Sikorski helicopter. I should like to pay tribute to them and also to those involved in a search and rescue mission off the coast of Dungloe in Donegal last week when two fishermen were brought safely to shore. It was a great week for search and rescue. The commitment of the Department and the Government to such search and rescue operations is confirmed, now that the Irish marine emergency services are equipped with state of the art communications and computer equipment to enable them respond immediately to the needs of seafarers in distress.

I should like to thank Members who participated on Second and Committee Stages of this Bill. These Seanad amendments provide proof of the valuable contribution the Seanad also makes to the framing of legislation.

On this, one of the final debates on the Department of the Marine, I wish all those associated with the Department a very happy and peaceful Christmas and a successful 1994.
