Written Answers. - Job Creation in Film-Television Industry.

Question:

20 Mr. Sargent asked the Minister for Arts, Culture and the Gaeltacht if he will give a breakdown of the 48 to 50 full-time jobs which he says are created for every £1 million spent on feature films or TV programming as reported in a recent newspaper report (details supplied).

The figures referred to by the Deputy were quoted in a Coopers and Lybrand report on the Indigenous Audiovisual Production Sector, which was commissioned by the Irish Film Centre, Dublin, and published in June 1992.

Section 9 of the Coopers and Lybrand report addressed the question of employment generation and the contribution to Gross National Product of expenditure in the industry. In the case of employment generation, the consultants calculated the equivalent number of full-time jobs for a year which the activity in the sector created, on the basis of 250 working days per annum per job. These calculations addressed both the direct and indirect employment effects, as well as the induced effect arising from the introduction of foreign investment into the country. They concluded that, in the case of feature film production, the equivalent of 50 full-time jobs for one year are created for every £1 million spent. They also concluded that the equivalent number of full-time jobs for various categories of television programmes for one year, based on expenditure of £1 million was as follows:

The consultants concluded, and I quote, that "in essence, therefore, for every £1 million spent on feature film and TV programmes, the equivalent of 49 full-time jobs for one year are created".
