Question:

318 Mr. Gilmore asked the Minister for the Environment the names of persons, other than those in the permanent Civil Service, who currently hold positions in his Department, Ministerial office, or the office of each Minister of State; the nature of the appointment and the current salary payable.

In my own office, there is a Special Adviser, a Personal Assistant and a Personal Secretary (James Casey, Donal Shanahan and Christine O'Leary). The Special Adviser is paid a salary equivalent to the maximum of the Higher Executive Officer salary in the civil service, the Personal Assistant at a rate equivalent to the tenth point of the Clerical Officer scale and the Personal Secretary has the same salary as a Secretarial Assistant in the Houses of the Oireachtas with the additional standard allowance of £15.95 p.w.

In Minister of State John Browne's office there is a Special Adviser, a Personal Assistant and a Personal Secretary (Michael Murphy, Miriam Kelly and Maria Doyle). The Special Adviser's salary is £28,339 p.a., the Personal Assistant is paid at the 14th point of the Secretarial Assistant scale plus 10 per cent and the Personal Secretary is paid the maximum of the salary scale appropriate to her civil service grade of Serological Assistant.

In Minister of State Emmet Stagg's office there is a Special Adviser, a Personal Assistant, and a Personal Secretary (David Moynan, Christina Saults and Gillian Stagg). The Special Adviser is paid £22,000 p.a., the Personal Assistant £183.70 p.w. and the Personal Secretary £151.00 per week.

Minister of State Browne has two Civilian Drivers (John Murphy and Eugene Doyle). One driver is currently on sick leave and is replaced temporarily by another (Thomas Kelly). Minister of State Stagg also has two Civilian Drivers (Frank Conlon and Seán Vehey). All Drivers are paid at the standard rate appropriate to the position. All appointments are on the basis of a contract which provides that the appointments terminate when the office-holders cease to hold office.
