499 Mrs. Owen asked the Minister for Transport, Energy and Communications the amount of the EC budget allocated to nuclear safeguards that has been allocated to Ireland; and the projects on which this has been spent.

The term "nuclear safeguards" is used to describe actions to ensure that nuclear materials meant for peaceful purposes are strictly accounted for and are not diverted from their intended use into the production of weapons.

Under the Euratom Nuclear Safeguards Title of the 1994 EC budget, an allocation of 3.5 mECU has been made available for expenditure incurred by the Commission arising out of the putting in place by the Commission of safeguards relating to nuclear materials, inspectors, visits and associated costs. These responsibilities arise from the relevant provisions of the Euratom Treaty. The allocated money is expended by the Commission itself.
