Ned O'Keeffe

Question:

228 Mr. E. O'Keeffe asked the Minister for Finance if he will make a statement on the success of the recent amnesty; and the amount of money which will become available to the State as a result of this amnesty.

I propose to take Questions Nos. 146, 157, 158 and 228 together.

The total amount of tax paid under the recent tax amnesty is currently estimated at £240 million, of which some £9 million was paid in 1993. It is estimated that the amount of tax remitted under the Incentive (15 per cent) Amnesty was of the order of £190 million with the balance relating to the General Amnesty.

The figures represent the best estimates at this juncture. The large volume of declarations and payments received is still being processed and will take some time to record and analyse. The information requested on the number of tax cases/individuals cannot be provided until that task is complete and, in any event, can then be provided only within the provisions of the relevant legislation.
As Deputies are aware, special confidentiality arrangements apply to the 15 per cent Incentive Amnesty which is administered by the Office of the Chief Special Collector. Consistent with the guarantees of confidentiality, the legislation provides that I may obtain only certain information and this only in the form of aggregates of the total amount of the declared amounts, the total amount of settlement amounts, the total amount of value-added tax remitted to the Chief Special Collector and the total numbers of individuals who remitted amounts to the Chief Special Collector. I will be happy to provide this information as soon as it is available to me.
It will be clear from the significant figures which I have given for the estimated receipts that the Amnesty Scheme has been very successful.
