Question:81 Mr. O'Leary asked the Minister for the Environment if he will have arrangements made to provide finance to enable UDCs to take over the roads, public lighting and other services within their area in cases where builders failed to complete vital works prior to the date when it was not necessary for builders to produce guarantee bonds to local authorities and where the said builders have no assets now; and if he will make a statement on the matter.
