Question:

96 Ms Shortall asked the Minister for Arts, Culture and the Gaeltacht the size of the allocation received by his Department from national lottery funds in 1993; the organisations to which these funds were allocated; the criteria applied in deciding which organisations were to receive funds; if there is a standard procedure through which applications are processed; if there is a standard application form available for organisations seeking grants; and, if so, is there an annual closing date for receipt of application forms.

The total allocation to my Department from national lottery funds as set out in the Revised Estimates for the Public Service for 1993 is at Appendix 1.

The organisations etc. to which funds were allocated by my Department during 1993 are listed in Appendices 2 to 4 as follows:

With regard to the national lottery funding available to my Department for Arts and Culture purposes, this funding is primarily earmarked for the maintenance and development of the national cultural institutions such as the National Museum, the National Library, the Irish Museum of Modern Art and the National Concert Hall. The funding requirements of those institutions are considered as part of the normal Estimates process and the need for application forms does not arise. With regard to grants for special projects, arrangements have been made for the use of standard application forms for such projects seeking funding in 1994 and subsequent years. Differing criteria apply for the allocation of grants depending on the nature of the application and annual closing dates are not enforced.

The National Heritage Council funds heritage projects in the areas of Archaeology, Architecture, Natural Environment (including Parks, Gardens and Inland Waterways), Museums and Education. The procedure through which applications are processed is a standard procedure and a standard application form is used. Each application is considered on its own merit by the relevant committee of the council and is then submitted to full council for consideration. There was no closing date for receipt of application forms in 1993.

An Chomhairle Ealaíon is the State body charged with funding of the Arts and it enjoys statutory independence in the disbursal of its funds.
