Question:

201 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when the first foal grant will be paid to a person (details supplied) in County Galway.

The grant referred to is payable under the Connemara brood mare incentive scheme. All applications under this scheme are verified by officials from my Department by reference to the Connemara Pony Breeders Society stud book in Clifden. It is expected that the society will have completed its 1993 registrations in the next few weeks. My Department will then carry out a final verification of all outstanding claims and the grants due will be paid.

Question:

202 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid the balance of a 1993 ewe subsidy.

The person named applied under the 1993 ewe premium for payment on 50 sheep. He has a quota of 30 and payment of the advance of the first and second instalments was made on foot of this quota on 24 July 1993. The final instalment will be paid after the rate has been fixed by the EU next March/April.

He applied for an allocation of additional quota from the national reserve under a category that required that the number of eligible ewes applied for in 1991 was for a lower number than normal because of exceptional circumstances. However, the person named was paid for a higher number of ewes in 1991 than in any of the previous three years and he does not therefore qualify for an allocation from the reserve.

203 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his beef premium.

The herd-number and townland quoted do not appear to be correct. If the Deputy supplies the correct details my Department will supply the information requested.

204 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his ten month beef premium and the balance of his 22 month beef premium and suckler cow grant for small milk producers.

The person named was paid advances of his 1993 beef cow grant on 3 December 1993 and his June special beef premium on 8 December 1993. His applications are being further processed at present and any balance of the beef cow grant which is due will be paid in the near future.

Payment of the balance of the special beef premium cannot be made until all applications received from him in 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.
He cannot be paid any 1993 suckler cow premium as he has no quota at present. If he succeeds in obtaining a quota from the national reserve his 1993 suckler cow application will then be considered.

Question:

205 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of the balance of his headage grant.

The person named applied for grants under the 1993 cattle headage scheme in more severely handicapped areas but further processing of his application now reveals that he did not have any land in those areas. He is, therefore, not eligible for any payment under the scheme and my Department will be seeking a refund of the advance paid to him on 27 November 1993.
