Bruton asked the Minister for the Environment whether he will indefinitely withhold the payment of a new house grant to a married couple where the builder has been unable to provide satisfactory tax clearance; and his views on whether he could introduce a procedure whereby couples caught in this way through no fault of their own can make special arrangements to draw down the grant.
