156 Mr. Connolly asked the Minister for Agriculture, Food and Forestry when payment of the special beef premium will be made to a person (details supplied) in County Offaly.

The person named was paid an advance of 60 per cent in accordance with EU regulations on foot of an application for special beef premium received in January-February 1993. There is no record of an application from him for the June 1993 application period. He applied in November 1993 for special beef premium on ten month and 22 month animals. Both applications are at an early stage of processing and any advance payment due as provided in EU regulations will be made in due course. Payment of the balance due under the special beef premium cannot be made until all applications received from a herdowner in 1993 are processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

157 Mr. Connolly asked the Minister for Agriculture, Food and Forestry when payment of beef premium will be paid to a person (details supplied) in County Offaly.

The person named is not the registered herdowner of the herd number quoted. The registered herdowner — a person with the same surname — applied for special beef premium on 67 animals in January/February 1993. He was paid a 60 per cent advance as provided in EU regulations on 8 February 1994. He also applied in June 1993 for special beef premium on two animals on which he was paid a 60 per cent advance on 8 December 1993. Payment of the balance of the special beef premium cannot be made until all applications received from him are processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

158 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay the balance of headage and suckler premia due to a person (details supplied) in County Leitrim.

The person named will be paid the balance due under the 1993 cattle headage scheme in the near future.

Payment of the balance of the 1993 suckler cow premium cannot be made until all applications received from the herdowner are processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

159 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay sheep headage and premia to a person (details supplied) in County Leitrim.

Under the 1993 ewe premium scheme the person named sold over 10 per cent of the ewes on which she claimed premium without notifying the Department in writing within ten days of the sale. As this was in breach of the EU regulations governing the scheme, she is not entitled to payment of premium. Under the 1993 sheep headage scheme she was given two forms to complete and return to her local office in relation to land she had rented. As soon as these completed forms have been received payment of 1993 sheep headage grants will be considered.

160 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will have arrangements made for the payment of sheep headage and premium to a person (details supplied) in County Sligo; and if he will make a statement on the matter.

Payment of the 1993 sheep headage grant was made to the person named on 11 January 1994. Payment of the advance of the first and second instalments of the ewe premium was made on 28 September 1993 and the final instalment of the ewe premium will be paid after the rate has been fixed by the EU next March-April.

His applications are being further processed at present and any balance of the headage grant which is due will be paid in the near future. Payment of the balance of the suckler cow premium cannot be made until all applications received from him in 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March. He will be paid a 60 per cent advance under the January-February 1993 special beef premium scheme, as provided in the EU regulations, shortly.

The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

I propose taking Questions Nos. 166 and 167 together.

The flocks of the persons named have been amalgamated for ewe premium and sheep headage scheme purposes. Payment of the advances of the first and second instalment of the 1993 ewe premium scheme will be made shortly in their joint names. The final instalment will be paid after the rate has been fixed by the EU next March-April.
Payment of 1993 sheep headage grants will be considered when documentation in relation to lands owned and rented has been submitted to the local office of my Department.

168 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive his 1993 cattle headage and suckler cow premium.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be paid in the near future. He cannot be paid any 1993 suckler cow premium as he has no quota at present. If he succeeds in obtaining a quota from the national reserve, his 1993 suckler cow application will then be considered.
