Edward Nealon

Question:

82 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when headage payments due to a person (details supplied) in County Sligo will be paid.

The application of the person named for 1993 cattle headage is being processed at present and any payment due will issue in the near future. The person named applied for 1993 suckler cow premium but as he was not an applicant in 1992 he does not have automatic right to quota. If, however, he applies for an allocation of quota from the national reserve and is successful, his application will be processed for payment.

An advance of 60 per cent in accordance with EU regulations has been paid on one animal applied for under the June 1993 special beef premium scheme. Payment of the balances due under the 1993 suckler cow and beef premium schemes cannot be paid until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

84 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of cattle headage and ewe premium to a person (details supplied) in County Mayo.

The person named applied under the 1993 ewe premium for payment on ten sheep. He had no quota but was recently allocated a quota of ten from the national reserve and he will receive payment of his full 1993 ewe premium when payments commence in March-April. His application for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made shortly.

85 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will be paid his sheep premium.

The person named applied for the 1993 ewe premium for payment on 80 sheep. He had no quota but was recently allocated a quota of 45 rights from the national reserve. He will receive payment of his full 1993 ewe premium entitlement when payments commence in March-April.

86 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of grants to a person (details supplied) in County Mayo.

The person named has already been paid an advance under the suckler cow premium scheme based on the number of suckler cows on which he received payment for 1992. Payment of the balance due under that scheme cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. An advance was also paid to him in respect of his 1993 cattle headage scheme. His 1993 cattle headage application is being processed further and any balance due will be paid in the near future. His 1993 sheep headage grants were paid in full on 17 November 1993. He has been paid the first and second instalments under the 1993 ewe premium scheme and it is anticipated that the final instalment will be paid in March-April 1994.

87 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when the balance of headage owing to a person (details supplied) in County Mayo will be paid.

The application of the person named for grants under the 1993 cattle and equines headage scheme is being processed further at present and any balance due will be paid shortly. Payment of the balance of the suckler cow premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

88 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive payment of her 1993 sheep headage grant.

Payment of the 1993 sheep headage grant was made to the person named on 11 November 1993. She applied under the 1993 ewe premium scheme for payment on 49 sheep but as her quota is 34 payments of the advance of the first and second instalments was made in respect of that number on 25 July 1993. It is anticipated that payment of the final instalment will be made in March-April.

89 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive payment of his 1993 sheep headage grant.

The name and address quoted does not appear to be correct. If the Deputy supplies the correct details and herd number my Department will supply the information requested.

90 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive payment of their 1993 sheep headage grant.

The persons named qualified for the maximum grant of £2,000 under the 1993 sheep headage scheme. However, due to a computer punching error £1,081.60 was inadvertently paid under the 1993 equine headage scheme. This amount will be offset against the sheep headage grant and the balance of £910.40 will be paid shortly.

91 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive payment of her 1993 dairy cow premium grant.

The person named has already been paid a 60 per cent advance under the 1993 cattle and equines headage scheme. Her application is being processed further at present and any balance due will be paid shortly. She did not apply under any other 1993 cattle scheme.

92 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Kerry did not receive cattle and sheep headage payments and cattle and sheep premia in the years 1992 and 1993.

Based on the acreage and type of grazings declared by the person named on his sheep headage application forms there is a possibility that he was overpaid in previous years. However, to determine the exact position I have arranged to have the lands in question examined following which the position regarding payment under the 1992 and 1993 cattle and sheep headage and ewe premium will be determined.

93 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive payment of his 1993 sheep headage and premium payments.

Under the terms and conditions of the 1993 sheep headage scheme applicants must produce dipping certificates issued by a local authority showing that their entire flock was dipped. The person named applied for payment on 103 sheep but the dipping certificate submitted was in respect of only 85 sheep. A dipping certificate to cover the remaining sheep has been requested and when this has been received his application for sheep headage grants can be processed.

Payment of the advance of the first and second instalments of the 1993 ewe premium scheme was made on 25 July 1993 and it is anticipated that the final instalment will be paid in March-April.

94 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when the remaining suckler cow and beef cow grants will be paid to a person (details supplied) in County Kerry.
