John O'Donoghue

Question:

112 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive his cattle headage and suckler cow premium payments.

The application of the person named for 1993 cattle headage is being processed at present and any payment due will be made in the near future.

He applied for 1993 suckler cow premium on 1 cow under the small scale milk producers scheme. He is not eligible for payment on this animal, however, as under the EU rules governing the scheme it was not deemed surplus to the number of cows required in his herd for production of his milk quota.

113 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive his cattle headage and suckler cow premium payments.

The person named had already been paid his full 1993 cattle headage grant. A 60 per cent advance payment under the 1993 suckler cow premium scheme as provided in EU regulations was made on 25 November 1993.

The balance due under the 1993 suckler cow scheme cannot be paid until all applications received from him in 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

114 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive his cattle headage and suckler cow premium payments.

The person named was paid an advance of his 1993 cattle headage grant on 2 December 1993. His application is being processed further at present and any balance due will be paid in the near future.

He is not an applicant for the 1993 suckler cow premium scheme.

115 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry when sheep headage will be paid to a person (details supplied) in County Kerry.

Payment of the 1993 sheep headage grant will be made to the person named shortly.

For all headage schemes there is a limit on the total amount which can be paid per acre. The person named applied under both the 1993 cattle and sheep headage schemes. Based on the acreage which he declared on his sheep headage application form he already received under the cattle headage scheme the maximum grants which could be paid under all headage schemes. However, he did declare a bigger acreage on his 1993 area aid application which, if correct, will qualify him for a balancing payment under the 1993 sheep headage. I have arranged to have the discrepancy in the acreages investigated. Any payment due will be made as soon as possible.

117 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his 10 month and 22 month beef premium.

The person named applied for premium on two animals under the June 1993 10 month special beef premium scheme. However, as premium had already been paid on these animals, no further ten month premium is payable on them.

As for his application for premium on two animals under the June 1993 22 month special beef premium scheme, the date of birth given for these animals was November 1991. As these animals were not 21 months old on the date of application in June 1993, no 22 month premium could be paid on them on foot of that application. They can be submitted for premium on a later application.

118 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his 1993 sheep headage grant.

Payment of the 1993 sheep headage grant was made to the person named on 13 December 1993. Payment of the advance of the first and second instalments of the 1993 ewe premium was made on 24 July 1993. It is anticipated that the final instalment will be paid in March-April.

119 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive the balance of his cattle headage grant.

The person named was paid the balance of his 1993 cattle headage grant on 16 February 1994.

120 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his 10-month beef premium grant for which he applied in December 1992 and his 22-month beef premium grant.

The person named has already been paid his December 1992 special beef premium and a 60 per cent advance under the January-February 1993 special beef premium scheme. He applied for 22 month premium on 7 animals under the June 1993 special beef premium scheme but, as these animals were not 21 months old at date of application, no 22 month premium could be paid on them — they can be submitted later for such premium, of course, when they are 21 months old.

Payment of the balance of the January-February 1993 special beef premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

121 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his cattle headage and suckler cow grants.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present. Any payment due will be made when an error he made on his area aid application form has been corrected. He is not an applicant under the 1993 suckler cow premium scheme.

122 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his cattle headage and suckler cow grant for small milk producers.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made in the near future.

He applied for 1993 suckler cow premium on five animals. As four of the animals were not of a beef breed they are ineligible. He was not an applicant in 1992 for suckler cow premium and, consequently does not have automatic right to quota. If, however, he applies for an allocation of quota from the national reserve and is successful his suckler cow application will be processed for payment on the remaining eligible animal.
