110 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive sheep headage payments for 1993 which is due to him.

Payment of the 1993 sheep headage grant will be made to the person named shortly.

111 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive his 1993 cattle headage and suckler cow premia.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made in the near future.

He will be paid an advance of his 1993 suckler cow premium shortly but payment of the balance cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent will not start before late March.

112 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive the balance of 1993 sheep headage and beef premium which is due to him.

Based on the acreage declared on his application form the person named was paid £1,940.00 on 17 November 1993 which was his full entitlement under the 1993 sheep headage scheme. He was paid the advance of the first and second instalments of the 1993 ewe premium on 25 July 1993 and payment of the final instalment will be made in March-April as soon as the earliest date for paying is fixed by the EU. He was not an applicant under June 1993 or November 1993 special beef premium schemes.

113 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive her cattle headage and suckler cow premia.

The person named has already been paid advance payments under the 1993 cattle and equines headage and suckler cow premium schemes. Her 1993 cattle headage application is being further processed at present and any balance due will be paid shortly.

Payment of the balance of the suckler cow premium cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

115 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Kerry did not receive payment of beef premium for the years 1992 and 1993.

The person named applied for special beef premium on four animals in December 1992. Payment on foot of this application will issue within a week. He also applied for special beef premium on seven animals in November 1993. Processing of this application will commence shortly and any advance payment due will be made at an early date.

116 Mr. Bradford asked the Minister for Agriculture, Food and Forestry if he has received correspondence on behalf of a person (details supplied) in County Cork who feels that he is not receiving his full financial entitlement under EU Council Regulation 2187/93; if so, if he has investigated this query; and if he will make a statement on the matter.

The compensation offered to the claimant in question is in line with the EU regulations relating to the measure. The amount of compensation offered in this case reflects a disposal of land during the period when quota entitlement was being established.

118 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a suckler cow premium will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The person named applied for grants on ten animals under the 1993 suckler cow premium scheme for small-scale milk producers. He was paid a 60 per cent advance as provided in EU regulations on four animals on 5 December 1993. As six of the animals listed on his application were not of a beef-type breed as required by the EU they were ineligible for grants in 1993.

The person named applied for special beef premium on eight animals in January-February 1993 and he also applied on 16 animals in the ten months age category in June 1993. Both applications are being processed at present and any advance payments due in accordance with EU regulations will be made in the near future.

The person named applied for slaughter premium on 25 animals in 1993. This application is being processed at present and any payment due will be made in the near future.

121 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry when payment under the beef premium scheme will be made to a person (details supplied) in County Cork; the number of qualifying animals; and the amount due to be paid.

The person named applied for special beef premium on 45 animals in the 22 month age category in June 1993. It was found that there were two invalid tag numbers listed on the application. The herdowner has been requested to clarify the position relating to these two tag numbers and the application will be considered further when he responds.

122 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a slaughter premium will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The person named applied for the 1993 deseasonalisation slaughter premium scheme on 8 February 1994 but as the closing date for receipt of applications was 11 June 1993 he was not eligible to participate in the scheme.

The buildings in question have been inspected recently and I expect that payment will be made within the next six-eight weeks.

124 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the status of an application for grant for a scatter unit for a person (details supplied) in County Limerick.

This grant cannot be certified for payment until the applicant submits the documentation which was requested of him by the farm development service on 24 January last.

125 Mr. Yates asked the Minister for Agriculture, Food and Forestry when a 1993 beef premium payment will be made to a person (details supplied) in County Wexford; and if this person will be paid for the full amount.

The person named applied for the January-February 1993 special beef premium in respect of 27 animals on 20 January 1993 and in respect of 18 animals on 26 February 1993. He was paid a 60 per cent advanced of his 20 January application on 8 February 1994. His February application is being processed at present and a 60 per cent advance payment will be made shortly. Payment of the balance cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. 126 Mr. Yates asked the Minister for Agriculture, Food and Forestry when full payment of beef premium and suckler cow grant entitlements will be made to a person (details supplied) in County Wexford; and if he will expedite these payments as soon as possible.

The person named was paid advances of his 1993 suckler cow premium on 7 December 1993 and his June 1993 special beef premium on 31 January 1994 but payment of the balances cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

127 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when headage and premium payments will be made to a person (details supplied) in County Cavan; and if he will make a statement on the matter.

The person named applied for the 1993 cattle headage scheme but has no lands in the more severely handicapped areas as required under that scheme. He has lands in the less severely handicapped areas but has no eligible beef cows which are required under the beef cow scheme.

He cannot be paid any 1993 suckler cow premium as he has no quota at present. If he succeeds in obtaining a quota from the national reserve, his 1993 suckler cow application will be considered.

He applied for the June 1993 special beef premium on four animals for the 10 month scheme and on four animals for the 22 month scheme. The application is being processed at present and payment will issue on eligible animals in due course. Appropriate penalties will be applied to this application as there were three female animals included on the application and there was a duplication of one tag number.

128 Mr. Creed asked the Minister for Agriculture, Food, and Forestry the reason a person (details supplied) in County Leitrim has not received payment of his suckler grant.

The person named applied for grants under the 1993 suckler cow premium scheme and was paid a 60 per cent advance as provided in EU regulations on 5 March 1994.

Delay in payment arose because of a problem with his area aid application which has now been resolved.

129 Mr. Creed asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Cork has been refused payment of the 22 month special beef premium on 14 animals, which were punched for the scheme; and if he will review this decision which is causing financial hardship to the person concerned; and if he will also pay the 1993 suckler cow grant to this person.

The person named applied for special beef premium on 14 animals in January-February 1993. He did not submit the cattle identity cards for stamping and punching prior to selling the animals in question as required under the terms and conditions of the scheme and consequently lost entitlement to the premium. As he did not sell the 14 animals for slaughter or for export outside the EU, I regret that the terms of the concession I recently announced to cover such sales cannot be applied in this case.

He was paid a 60 per cent advance on 5 December 1993 on the ten suckler cows for which he had quota rights. The balance due cannot be paid until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.
