Question:

22 Mr. Bell asked the Minister for Defence the number of applications for redress of wrongs submitted over the past two years by rank, in the PDF and FCA; the number completed and notified to the applicants by rank in the PDF and FCA; the average period of time taken to process applications; the plans, if any, he has to amend regulations to revise this old and cumbersome method of dealing with complaints; the plans, if any, he has for putting a time limit on the completion of complaints submitted under this procedure; and if he will make a statement on the matter.

As the reply to the first part of the question is in the form of a tabular statement, I propose to circulate it in the Official Report.

The time taken to process an application for redress of wrongs depends on the complexity of the particular case and the depth of research required. The majority of applications are dealt with at local level and are resolved speedily. In the normal course they are finalised within 15 days. Each application is examined in a careful and conscientious manner. It is dealt with as expeditiously as possible.

In accordance with the recommendations of the Commission on Remuneration and Conditions of Service in the Defence Forces the current procedures for dealing with grievances are under review. The matter is being considered under the Scheme of Concilisation and Arbitration for the Permanent Defence Force. A sub-committee of the Conciliation Council has been established to consider the grievance procedure and to produce a report which will identify current problems, consider the question of time limits and submit recommendations.
