Written Answers. - FCA Unit Funds.

Question:

113 Mr. Allen asked the Minister for Defence the orders or regulations governing the signing of unit fund cheques by FCA officers; if he has satisfied himself that orders or regulations have been provided to each FCA officer nominated to sign cheques; whether FCA officers are entitled to an explanation as to the purpose of such payments; and the appropriate action, if any, they should take if they are not satisfied.

Defence Force Regulations R.5 — An Forsa Cosanta Áitiúil — prescribe the units and sub-units of An Forsa Cosanta Áitiúil that shall maintain a unit fund. The regulations also prescribe that a unit fund shall be operated jointly by two officers of the Defence Forces nominated by the officer commanding the unit and approved by the officer commanding, command FCA.

In effect all units and sub-units of the FCA maintain unit funds which are operated as prescribed in Defence Force Regulations and copies of these regulations are available in all FCA unit and sub-unit headquarters. Wherever an FCA officer has any doubt about any payment being made from unit funds the officer concerned should make the necessary inquiries to satisfy himself of the propriety of the payment. If he is unable to satisfy himself as regards the propriety of a payment he should refer the matter to a higher military authority for a decision in the matter.

Question:

114 Mr. Allen asked the Minister for Defence the number of serving FCA officers who have been replaced as unit fund signatories since the year 1990 by command; and whether any explanation was sought or given for any such action.

It has not been possible to compile the information sought by the Deputy in the time available.

I will arrange to have the information forwarded to the Deputy as soon as possible.
