Written Answers. - Task Force Report on Small Businesses.

16 Mr. Callely asked the Minister for Enterprise and Employment when mechanisms will be put in place to implement the recommendations contained in the task force report on small business; the mechanisms, if any, that will be put in place; the priority, if any, that will be given to certain recommendations; when the recommendations under the subheading Rewarding Job Creation in Pillar II, Rewarding Risk will be implemented; and if he will make a statement on the matter.

98 Miss Quill asked the Minister for Enterprise and Employment when the recommendations of the last task force on small businesses will be put in place.

105 Mr. Callely asked the Minister for Enterprise and Employment if his attention has been drawn to the favourable response by the business community to the report by the task force on small business; the time schedule for the implementation of the proposals contained in the report; and if he will make a statement on the matter.

I propose to take Questions Nos. 16, 98 and 105 together.

The task force report recommends almost 100 proposals. I believe that the most important proposals relate to permanent structures in place to be responsible for delivering on a great number of the proposals. I am very pleased that the Government has already approved the setting up of a small business division within the Department which will see through the task force report.

It will champion the cause of small business across all Government Departments and will ensure that each of the proposals are discussed and decisions reached.

Regarding the chapter on rewarding risk, I am particularly pleased that the Minister for Finance has already moved fully or partially on a number of our recommendations — £800 PAYE allowance, 27 per cent CGT, VAT on cash receipts — and we will ensure that each of the proposals in this chapter gets a full and fair hearing.
