19 Mr. R. Bruton asked the Minister for Transport, Energy and Communications the policy guidelines, if any, he has issued to State companies within his area of responsibility, regarding the commissioning of consultants and public relations design overseas where such skills are equally available in Ireland.
Under EU Directives on public procurement, consultancy work above specified thresholds must be advertised in the Official Journal of the EU. The procedures for choosing consultants following advertisements are also clearly laid down. These rules apply inter alia to all State companies, and there is no freedom to choose a consultancy company or any other service according to nationality.
