Ned O'Keeffe

Question:

46 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the reason for the delay in having payment of beef premium issued to a person (details supplied) in County Limerick; and if there are any other beef premium payments outstanding for this person.

The person named has already been paid full grants under the December 1992 and November 1993 special beef premium schemes. He did not apply for grants under the June 1993 special beef premium scheme.

He has been deemed ineligible for grants under the January-February 1993 special beef premium scheme as he sold the six animals on which he applied for premium at a mart without submitting their cattle identity cards for stamping and punching prior to sale as required under the terms and conditions of the scheme.

Question:

47 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the reason for the delay in having installation aid approved and paid to a person (details supplied) in County Cork; and the corrective action, if any, that can be taken by this person if his application is not in order.

I would refer the Deputy to my reply of 16 December 1993, Official Report, column 1102, Question No. 134. This applicant has been deemed ineligible for installation aid. He was informed accordingly by letter dated 9 June 1993.

Question:

48 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of livestock grants to a person (details supplied) in County Mayo.

The person named was paid the final instalment under the 1993 cattle headage scheme on 19 April 1994. She was also paid the balances due to her under the special beef premium schemes applied on in January-February and June 1993 on 27 April 1994. An advance payment of £427.09 under the 1993 suckler cow scheme was made on 29 November 1993. This application is being processed further at present and any balance due will be paid in the near future.

Question:

49 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Mayo who applied for sheep headage has not received payment for the past two years.

The 1992 ewe premium was paid to the person named in three instalments on 27 July 1992, 16 November 1992 and 10 March 1993. An advance of the 1993 ewe premium was paid on 25 July 1993 and the balance will be paid shortly.

The 1992 sheep headage grant was paid on 14 October 1992. He did not apply under the 1993 sheep headage scheme.

50 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of the balance of headage to a person (details supplied) in County Mayo.

The person named was paid advances of her 1993 cattle headage grant on the 26 November 1993 and her 1993 suckler cow premium on 25 November 1993. Her applications are being processed further at present and any balances due will be paid shortly.

51 Mr. Browne (Carlow-Kilkenny) asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Leitrim will receive 1993 suckler cow grant; and if he will make a statement on the matter.

My Department is unable to trace any 1993 suckler cow premium scheme application from the person named.

Question:

52 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry if compensation will be paid to a person (details supplied) in County Tipperary in respect of severe weather damage to crops; and if he will make a statement on the matter.

An application for assistance in respect of crop damage in May-June 1993 was received from the individual named before the closing date for receipt of such applications i.e. 25 February 1994. I can confirm that he will qualify for assistance. Applications are being processed and verified at present and the issue of payments will commence later this week.

Question:

53 Mr. Connolly asked the Minister for Agriculture, Food and Forestry when the final 22 month payment will be made on ten cattle for a person (details supplied) in County Offaly.

The person named applied for premium on 16 animals under the January-February 1993 special beef premium scheme but sold ten of these animals at a mart without submitting their cattle identity cards for stamping and punching prior to sale as required under the terms and conditions of the scheme, and therefore premium cannot be paid on those ten animals. He has been paid full premium on the remaining six animals and also full grants under the June 1993 special beef premium scheme. He did not apply for grants under the special beef premium scheme in the November 1993 application period.

Question:

54 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when cattle headage grant will be paid to a person (details supplied) in County Cork.

The application from the person named under the 1993 cattle headage scheme is being processed at present and payment will issue within the next two weeks. He also applied for 1993 suckler cow premium on six cows but as he was not paid suckler cow premium in 1992 he had not established automatic quota rights. However, he has now been allocated six quota rights from the national reserve and payment will be made as soon as possible. Applications received from him under the November 1993 special beef premium schemes on ten month and 22 month animals are being processed for payment at present.

55 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when a farm development grant will be paid to a person (details supplied) in County Mayo.

Having regard to the level of claims currently on hands I expect that payment will be made within the next few weeks.

Question:

56 Mr. Yates asked the Minister for Agriculture, Food and Forestry when full cow subsidy payments will be issued to a person (details supplied) in County Wexford; and if all payments will be brought up to date.

The person named applied for suckler cow premium on 19 cows in December 1992. An inspection was carried out by an officer from my Department on 3 May 1993 and he found that four of the cows listed on his application were TB tested in another herd on 11 January 1993. This matter is under investigation.

The herdowner has not responded to an inquiry sent to him by the local livestock office in December 1993. Processing of his 1993 suckler cow application must await the outcome of these investigations.

57 Mr. Yates asked the Minister for Agriculture, Food and Forestry when beef premium payment will be made to a person (details supplied) in County Wexford; and if he will ensure that the administration of this premium is expedited and paid shortly.

The person named applied for special beef premium on 66 animals in January-February 1993. Due to a punching error and an invalid tag number listed on the application, processing for payment was delayed. These problems are now resolved and payment of £3,480.18 will issue within a few days.

58 Mr. Yates asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Wexford will have his suckler cow grant paid; and if he will expedite this payment.

The person named applied for suckler cow premium on 49 cows in 1993. Processing of this application has been delayed because he listed 50 animals on the application, included one male animal and gave incorrect tag letters for two animals. These errors are being corrected and payment will be made as soon as possible.

59 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when cattle headage grant will be paid to a person (details supplied) in County Mayo.

The applications of the person named for grants under the 1993 cattle and equines headage and suckler cow premium schemes are being processed at present and payments will be made shortly.

He has already been paid full grants under the January-February 1993 and November 1993 special beef premium schemes.

The person named has been paid an advance of the first and second instalments of the 1993 ewe premium and the balance will be paid shortly together with his 1993 sheep headage grant.

The application of the person named for grants under the 1993 suckler cow premium scheme was rejected because of a punching error in his 1993 area aid application. The problem has now been resolved and payment of grants will be made shortly.

67 Mr. Hughes asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Mayo has not been paid his 1993 cattle headage premium.

The person named is not the registered herd owner of the herd number quoted. The application of the registered herd owner for grants under the 1993 cattle and equines headage scheme is being processed at present and payment will issue shortly. The registered herd owner has been deemed ineligible for grants under the 1993 suckler cow premium scheme as he has no quota and did not make application for allocation of quota from the national reserve.
