Death of Former Member. - Order of Business.

It is proposed to take Nos. 11, 1, 12 (Votes 26 to 29) and 6. It is also proposed, notwithstanding anything in Standing Orders, that (1) No. 11 shall be decided without debate; (2) No. 12 (Votes 26 to 29) shall be moved together and decided without debate by one question and any division demanded thereon shall be taken forthwith and (3) the Second Stage of No. 6 shall be taken today and the proceedings thereon, if not previously concluded, shall be brought to a conclusion at 4.45 p.m.

Is the proposal that No. 11 be decided without debate agreed? Agreed. Is the proposal for taking No. 12 agreed?

This arises under item 12 on the Order Paper which deals with Estimates for the Public Service including Vote 18 for Transport, Energy and Communications. I have no problem with the proposal to take the Education Estimates without debate but we should have a debate on what the Government is doing to find a realistic solution to the crisis in TEAM Aer Lingus. We need to know what is happening as this affects families over a large area of North County Dublin, County Meath and Dublin city. The people affected want to see clear Government leadership on this matter which is not the case, and I would like the Government to allow a short debate today on the crisis in TEAM so that we can do everything we can to bring about a solution.

Votes 26 to 28 deal primarily with Education matters. I daresay the Deputy will find a more suitable opportunity of raising the issue to which he referred.

I do not want to divide the House on this issue because I see no problem with taking the Education Estimates without debate and discussing them in Committee, which is a reasonable proposal. However, I want to use what little leverage we have as an Opposition to get a debate on TEAM Aer Lingus today.

The Deputy is raising a distinct and separate matter.

It is not a separate matter. It arises under item 12 which includes the Estimate for Transport, Energy and Communications. Perhaps I could direct the attention of the Chair to the second column on page 1160 of today's Order Paper. If the Government is contending that the Minister for Transport, Energy and Communications is not responsible for TEAM Aer Lingus——

We are dealing with Votes 26 to 29, nothing else.

Will the Government agree to a debate on this issue today? It will be too late next week.

We are dealing with Votes 26 to 29 which deal essentially with matters appertaining to Education.

We are dealing with item 12.

I know what I am doing. We are dealing with the revised Estimate for the Office of the Minister for Education, the revised Estimates for first, second and third level education. That is what is before the House. If Members want to raise other issues they will have to do so at another time.

On the matter raised by Deputy Bruton——

It is not before the House.

——will the Taoiseach agree it is important that a full report of the LRC be made available to all the parties and not to withhold information from the representatives of the workers of this company which is adding to the crisis faced at TEAM Aer Lingus.

I am putting the question on the matter before the House.

This is before the House.

It is not relevant to the Order of Business.

It is time the Order of Business was made relevant to the problems facing people outside this House.

That is a matter for the House, not for the Chair.

On this issue, because the Chair seems to be implying that there may be other ways of raising it apart from the Order of Business——

It can be raised by way of Private Notice Question.

Does the Taoiseach not recognise the emergency in North Dublin——

Of course I do.

——for thousands of people if this company goes to the wall because of Government inaction? The Taoiseach will be responsible if he does not allow the Minister for Transport, Energy and Communications to come in here and answer.

I do not know where Deputy Owen has been for the last week if she does not recognise what the Government has been doing about this situation. She should not try to misrepresent the Government's position.

I am putting the question now.

Minister Cowen is very glad to be associated with the successful work of Aer Lingus and TEAM but he will not come into this House and answer questions. He has probably gone to the World Cup.

I am putting the question, "That the proposal for dealing with item No. 12 be agreed."
