Question:

33 Mr. Callely asked the Minister for the Marine the Government's proposals to improve transport communication to the UK especially communication to the Euro tunnel; and if he will make a statement on the matter.

It is priority of the Government to continue to improve the access to external markets with emphasis on reducing the total cost and the total time to the marketplace. This objective is being achieved through actions on a number of fronts.

A comprehensive ports strategy is in place which involves the ongoing pursuit of the following complementary policies: (a) restructuring of the management framework for port authorities through the early introduction of commercial semi-State enterprises to manage the 12 bigger ports; (b) a major programme of investment, supported by Community funds, in port infrastructures and facilities with the emphasis being on investment in strategic corridors so as to increase frequency of service and benefit of economies of scale; (c) support for the introduction of the new multi-purpose ferry vessels on the Central Corridor for the 1995 season.

Improving the access to external markets also requires that ports on both sides of the Irish Sea are efficient, have in place competitively priced maritime services and are managed on an arm's length competitive basis. The close co-operation with the UK authorities which is in place in this regard will continue and the position will be closely monitored.

In addition to the EU funds allocated to ports under the Operational Programme for Transport 1994-1999, a Community Initiative Programme, coverning maritime border regions is being drawn up to promote co-operation between cross-border regions.

The opening of the Channel Tunnel offers opportunities for Ireland to improve access for our products to the continental markets. A study on the commercial viability of combined transport links between the island of Ireland and continental Europe via Great Britain is being undertaken.
In addition the Department, together with other relevant Departments, is actively participating in discussions at EU level in connection with the development of a Multimodal TransEuropean Transport Network. This network will embrace all modes, including road, rail, sea and air transport throughout the European Union.
