That leave be granted to introduce a Bill entitled an Act to establish a Constituency Commission, to make provision for payments to political parties, to make provision for disclosure of donations for political purposes, to regulate expenditure at elections by political parties and candidates, to provide voting arrangements for certain persons unable to vote at polling stations and to provide for other electoral matters.
