European Communities (Amendment) Bill, 1994: Referral to Joint Committee.

I move:

That, notwithstanding anything in Standing Orders or in paragraph (4) of the Orders of Reference of the Joint Committee on Foreign Affairs—

(1) The European Communities (Amendment) Bill, 1994, shall be referred to the Joint Committee on Foreign Affairs;

(2) (i) The debate on the motion in Dáil Éireann, that the Bill be now read a second time, shall be postponed until after the Bill has been considered in Joint Committee and when that Committee has reported to Dáil Éireann an Order for its second reading shall be made;

(ii) the provisions of Standing Orders 122 (1) (as modified by a Resolution of the Dáil of 15 December, 1992), 122 (2) and 123 (2) shall apply with the substitution of "Second Stage" for "Committee Stage"; and

(iii) the Joint Committee shall not proceed to consider the Bill without the agreement of the Whips.;

(3) When the Bill has been read a second time an Order shall be made for the consideration of the Bill on Report, and the Bill shall be considered thereafter as provided for in the Orders of Reference of the Joint Committee on Foreign Affairs;

(4) Amendments set down for the Committee Stage of the Bill shall be relevant to the general subject matter and not in conflict with the principle of the Bill.
