Vol. 445 No. 3

Business of Dáil: Motion.

I move:

That notwithstanding anything in Standing Orders——

(1) the Dáil shall adjourn not later than 10.30 p.m. tonight and the sitting shall be suspended at 6 p.m. for one hour;

(2) the Dáil shall sit tomorrow, 2nd September, at 10.30 a.m., the sitting shall be suspended at 6 p.m. for one hour, and the Dáil shall adjourn not later than 10.30 p.m.;

(3) the Dáil shall sit at 10.30 a.m. on Saturday, 3rd September and shall adjourn not later than 4 p.m.; and

(4) the proceedings on the motion regarding the Tribunal of Inquiry into the Beef Processing Industry, if not previously concluded, shall be brought to a conclusion at 4 p.m on Saturday, 3rd September and the following arrangements shall apply in relation to the debate—

(i) the opening speech of the main spokespersons, who shall be called in the following order — the Fianna Fáil Party, the Fine Gael Party, the Labour Party, the Progressive Democrat Party and the Technical Group, shall not exceed two hours in each case;

(ii) in the course of the debate the speech of one other designated spokesperson from the parties and group listed in paragraph (4) (i) above, on being recognised by the Chair, shall not exceed one hour in each case:

(iii) the speech of each other member called upon shall not exceed 30 minutes in each case;

(iv) only members called upon to speak under paragraph 4 (iii) may share time;

(v) the Minister for Agriculture, Food and Forestry may be called on twice to speak; and

(vi) a Minister or Minister of State shall be called upon not later than 3 p.m. on 3rd September to make a speech in reply which shall not exceed one hour.

Is this argument in respect of time because, unless we have, as in the case of the debate on the Greencore report when it was presented to the Dáil — which involved a much less serious issue than in the case of the Report of the Tribunal of Inquiry into the Beef Processing Industry — a question and answer session there is no answerability in this House. we are demanding and we will not agree to the time allocation motion No. 1 unless the Government is willing to allow a question and answer session.

May I help the Deputy? Despite my strong feelings as to the lateness of the submisson of the amendment in the name of Deputy Bruton, having regard to this special sitting and the importance of the subject matter I will allow the Deputy to put his amendment without debate.

Thank you, Sir. I move the following amendment to item No. 1:

To insert after the words "4 p.m." in paragraph 3, the following words: "that a question and answer session involving the Taoiseach and the Minister for Agriculture, Food and Forestry, in respect of questions that arise in this debate, shall take place from 1 p.m. to 3 p.m. on that day".

Amendment put.
