Question:

214 Mr. Callely asked the Minister for Health the progress, if any, that has been made in implementing the Needs and Abilities policy; and if he will make a statement on the matter. [90/94]

The report of the review group on mental handicap services —Needs and Abilities— provided a blue print for the development of services for persons with a mental handicap into the next century.

The estimated need for the period 1990-1994 was for 800 residential places and 2,000 day places. By the end of 1994, 785 additional residential places and 1,650 day places will have been provided.

The total additional services provided include some respite and emergency places in addition to full time residential places. The development funding has also been used to provide substantial home support services which were not included in the additional costing inNeeds and Abilities. It can be seen therefore that substantial progress has been made in recent years.
