248 Mr. O'Leary asked the Minister for Agriculture, Food and Forestry the terms and conditions of his Department and EU regulations for non-suppliers of milk; if a person (details supplied) in County Kerry has failed to comply with these conditions for payment of headage and suckler cow grants for 1991, 1992 and 1993, special beef premium grants for 1992 and 1993 and extensification grants for 1993. The terms and conditions of the suckler cow scheme for non-suppliers of milk are quite lengthy and I have arranged for my Department to send them to the Deputy rather than quote them in this reply. The person named has failed to satisfy my Department that he owns a suckler herd which is managed separately from his brother's herd and is maintained throughout the year on his own holding. Consequently grants under the suckler cow scheme for 1991, 1992 and 1993, special beef premium grants for 1992 and 1993 and extensification grants for 1993 cannot be paid to the person named as a separate producer.
