91 Mr. Yates asked the Minister for Justice when her proposals for improving the fines collection system will be announced. [1920/94]

I am at present considering the introduction of a system of attachment of earnings whereby outstanding fines could be deducted from a person's earnings. This would represent a form of instalment system for the payment of fines. As to the question of introducing a system of payment of fines by instalment beyond that envisaged in an attachment of earnings scheme, this matter is under consideration in the context of the general review which I have under way in this area. Any legislative proposals which may emerge as a result of this review will be announced in the usual way.

The use of computer systems has facilitated the immediate issue of fines notices and fines warrants. This instant demand for the payment of the penalty is expected to result in a speedier payment of fines at the notice stage.
