140 Mr. Deenihan asked the Minister for the Environment the level of rate support grant allocated to each county for the years 1978, 1987 and 1993; and if he will make a statement on the matter. [2385/94]
The reply to Question No. 127 of 14 April 1944 gives details of rate support grant allocations for the years 1987 and 1993. The information requested in respect of 1978 is set out in the following table.
Because of the introduction of 100 per cent capital grants in 1988 for a variety of services, and the elimination of loan repayments and subsidies on capital loans written off by the Exchequer, there was a significant technical once-off reduction in the rate support grant allocation in 1988 which carries through in subsequent years. Other adjustments have also been made over the years to take account of the elimination of levies, and the transfer of certain costs to the Exchequer. As a result, the allocations set out in the following table for the years 1979 to 1987 are not comparable with those for the 1988 to 1993 period. It should be noted also that the rate support grant is but one source of grant aid from my Department to local authorities. Therefore, cognisance must be taken of increases in other grant allocations in assessing the overall position. For example, road grants from my Department have been increased from £53 million in 1980 to £301 in 1994.
