Question:

154 Mr. Yates asked the Minister for Agriculture, Food and Forestry if the eligibility of a person (details supplied) in County Wexford for a suckler cow quota and payment for 1993 will be reconsidered in view of the fact that he could not change from the friesian breed of cows as required to do by his Department because his farm was locked up arising from an outbreak of potential TB reactors and the local DVO denied him the opportunity of applying for the cow suckler grant; if some arrangement can be made for him to allow some benefit under the scheme for 1993 in view of the fact that his Department also has records that he did have these suckler cows for the particular year in question. Under EU regulations farmers who were first time applicants for the suckler cow premium scheme in 1992 could establish quota using dairy breed cows provided those cows were inseminated by bulls of beef breeds. In subsequent years, however, such farmers could only qualify for suckler cow premium on beef breed cows or cows which were the progeny of first crosses with beef breeds.

Since the person named did not have beef breed cows or cows which were the progeny of crosses with beef breeds in 1993 it is regretted that he cannot be considered for 1993 suckler cow premium.

Question:

155 Mr. Creed asked the Minister for Agriculture, Food and Forestry the reasons for the delay in the payment of the 10 month beef premium to a person (details supplied) in County Cork; and if he will have arrangements made to pay the premium. [2356/94]

The application of the person named for grants on four animals under the November 1993 ten month special beef premium scheme is being processed at present and payment will issue shortly. Delay in making this payment has arisen because of a clerical error which has now been resolved.
