44 Mr. Callely asked the Minister for the Environment if his attention has been drawn to the difficulties being experienced on the northside of Dublin due to large commercial vehicles which have no dedicated access route and thus have to use the existing roadways which are not designed or able to accommodate such heavy traffic without inconvenience to residential areas; and if he will make a statement on the matter. 112 Mr. Callely asked the Minister for the Environment the progress, if any, there has been in relation to the northern leg of the Port Access Route; the costings and time schedule; and if he will make a statement on the matter. [2464/94]

I propose to take Questions Nos. 44 and 112 together.

The Government has decided that the Northern Port Access Route should proceed on a priority basis, subject to: the route being constructed as a dual carriageway, mostly in tunnel, from the Airport Motorway at Whitehall to the North Port; the route being classified as a proposed national road, thereby placing its construction under the overall responsibility of the National Roads Authority; and the implementation of the project being accompanied by traffic management measures, including tolling and a truck management system on the lines recommended in the DTI final report.

The Government is most anxious that this project be implemented as quickly as possible and I am therefore asking the National Roads Authority to take immediate steps to commence the necessary preparatory work, in co-operation with Dublin Corporation. The authority is also being asked urgently to assess the scope for competitive private sector participation in the design, construction and/or financing of the project.
