78 Mr. E. Kenny asked the Minister for Finance the regulations governing allocations from the national lottery to youth, sport, recreation and amenities, arts, culture and national heritage, Irish language and health welfare; if the allocations made in respect of 1991 to 1993 conform with these regulations; and if he will make a statement on the matter. [2435/94]

In accordance with section 5 of the National Lottery Act, 1986 the allocation of national lottery funds to assist programmes in the various beneficiary categories is decided on by the Government.

The funds are contained in the annual Estimates in specially designated national lottery subheads. Expenditure from these subheads is subject to all the financial controls and procedures that apply to voted expenditure generally, including audit by the Comptroller and Auditor General. These arrangements applied in the three years referred to by the Deputy.
