143 Mr. Clohessy asked the Minister for Defence, in view of the fact that one of the primary recommendations of the EAG group report 1 on their completion of their examination of the Department of Defence was that the Chief of Staff would become the accounting officer the reason this recommendation was not implemented. [2784/94]

The efficiency audit group has completed two studies of administration in the Defence area; the first dealt with the Department of Defence; the second with military administration. When these reports were considered together by Government in April 1993, it was decided to delegate substantial budgetary authority to the military authorities in line with one of the options identified by the group. Control over approximately £46 million from the Defence Vote has now been delegated to the military authorities in the areas of procurement and allowances.
