Bernard J. Durkan

Question:

152 Mr. Durkan asked the Minister for Agriculture, Food and Forestry the reason beef subsidy has been refused in the case of a person (details supplied) in County Kildare; and if he will make a statement on the matter. [2516/94]

The person named applied for grants on 54 animals under the January/February 1993 special beef premium scheme and was paid £2,794.69 in respect of 53 of those animals on 5 August 1994. The tag number of the 54th animal was duplicated on the application of another herdowner and this is being investigated at present to see which herdowner should receive payment in respect of this animal.

He also applied for grants on 16 animals under the June 1993 ten months special beef premium scheme and was paid an advance of £506.20 in respect of that application on 22 December 1993 and the balance of £337.48 on 26 April 1994. EU regulations preclude payment of 1994 special beef premium before 1 November 1994 and even then confine the payment to an advance of 60 per cent of the amount due. Payment of these advances has now commenced and the applications of the person named under the January 1994 22 months and June 1994 ten months special beef premium schemes are being processed with a view to their earliest payment. He did not apply under any other 1993 or 1994 special beef premium scheme.

Michael Finucane

Question:

153 Mr. Finucane asked the Minister for Agriculture, Food and Forestry if he will have arrangements made for the transfer of cow suckler premium to a person (details supplied) in County Limerick. [2539/94]

I regret to inform the Deputy that the suckler cow quota (comprising 15 premium rights) of the first person named cannot be transferred to the second person named because, under EU rules, quota cannot be transferred out of the disadvantaged areas.

Charles Flanagan

Question:

154 Mr. Flanagan asked the Minister for Agriculture, Food and Forestry the position regarding payments under the special beef premium, beef cow scheme and suckler cow premium for 1993 in respect of a person (details supplied) in County Offaly; and if he will make a statement on the matter. [2540/94]

The person named applied for premium on five animals under the 1993 special beef premium scheme. He was paid £210.92 on 17 May 1994 in respect of the four animals submitted on his January/February 1993 application. He was paid an advance of £31.63 on 8 December 1993 in respect of the one animal submitted on his June application and the balance of £21.10 on 27 April 1994. He applied for premium on four suckler cows and was paid an advance of £189.82 on 4 December 1993 and the balance of £126.54 on 29 April 1994.

Under the 1993 beef cow scheme he was paid an advance of £180 on 3 December 1993 on four cows and the balance of £120 on 11 July 1994.

Question:

155 Mr. Ring asked the Minister for Agriculture, Food and Forestry the reason there is a delay in the payment of a grant under the FIP scheme in respect of a person (details supplied) in County Mayo. [2551/94]

All claims under the farm improvement programme are processed strictly in order of receipt. I expect that payment of the grant in this case will be made by the end of November.

156 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when the 40 per cent balance of 1993 suckler cow premium scheme will be paid to a person (details supplied) in County Mayo. [2585/94]

The person named was paid an advance of £379.63 on 25 November 1993.

I have now arranged for the earliest possible payment of the balance to the applicant.
