153 Mr. Callely asked the Minister for Agriculture, Food and Forestry his views on the need for environmental impact assessments of planning applications for forestry developments of 200 hectares; if he has received submissions to reduce this limit; and if he will make a statement on the matter. [2899/94]

There is certainly a need for environmental impact assessments for forestry and other developments which are likely to have a significant effect on the environment by virtue of their nature, size or location. This has been recognised by the inclusion of forestry development over a certain size in the European Communities (Environmental Impact Assessment) Regulations 1989.

Given the rapid development of Ireland's forestry sector in the past few years it is appropriate that we now review the adequacy and effectiveness of controls in this area. Accordingly, a review of controls relating to the scale of forestry development and the effectiveness of planning controls in this area was announced earlier this year by the then Minister of State for Forestry and Rural Development. This review is being undertaken by my Department in conjunction with the Department of the Environment. The current 200 hectares threshold for initial afforestation is one of the elements under examination as part of this review.

Submissions were invited from a number of concerned organisations, including local authorities, farming and environmental organisations, and have indicated a range of views as to what adjustments if any should be made to the current regime. These views are being taken into account in the review. Work in this area is now well advanced and I expect to receive a report and recommendations in the next few weeks.
