Written Answers. - Milk Quota Restructuring Scheme.

Question:

160 Mrs. Doyle asked the Minister for Agriculture, Food and Forestry whether all the problems at EU level with the subsidy element of the 1993/1994 milk quota restructuring scheme have been resolved; whether he has considered ring-fencing milk quotas within a geographic area rather than within disadvantaged areas; and if he will make a statement on the matter. Detailed arrangements for the subsidy towards the cost of purchasing quota surrendered under this year's milk quota restructuring scheme have recently been announced.

The general guidelines for the allocation of quota under this scheme include a provision which will restrict the loss of quota from more severely and less severely handicapped areas, areas which have been defined by reference to objective criteria. Restrictions on quota movement based on geographic areas would also require to be justified by reference to objective criteria.
